I recall a time when diesel conversions of large, thirsty cars were a thing.
Not any more, because fwd and because larger cars here are all diesel to start with.

Quite likely. I live in an almost Cummins free part of the world (at least as far as road vehicles are concerned) so conversions used to be something like a Peugeot 404/504 unit. No discernable performance but usually economical.

I think you’re right. Doesn’t look like it has any clearcoat over it, either. I know if it’s purposely rusted sometimes they will clearcoat over it, which isn’t too bad depending on what it is.

I think this was just a car that was too trashed to restore so they just did whatever to it.
I mean, there’s only so much rust you can repair and finding new body panels for a sixty year old car is gonna get expensive fast.

12V never did. I can get nearly 20 out of our 6.7 3500 though. As long as it’s unloaded.
